Old Age Home at C.R. Park

A plot measuring 1239.7 Sq.m which was lying vacant for a long time. It was contemplated earlier that this plot will be utilized for commercial purpose. We came to know when we attended a meeting with Vice Chairman- Delhi Development Authority about 4 years back. We objected for construction for any Commercial activity as there is already Shopping Complex, Cinema Hall affecting lot of Traffic problems in C.R. Park, G.K-II, Alaknanda etc. As such addition of a commercial establishment would further complicate traffic movement.

We therefore suggested to Shri. Ashok Kumar Nigam, Vice Chairman-DDA that this plot may be utilized for construction of an ideal “Old Age Home” with all modern facilities so that residents of C.R. Park & other areas who are otherwise well to do & they are not giving the attention required in old age, may take advantage. It was well taken by the Vice chairman and instructed the concerned officials to examine the matter as it is feasible to construct Old Age Home.

Subsequently, the matter was vigorously followed up by meeting Shri. A.K. Nigam alongwith our President, Dr. Nitish Sengupa. On the request from Vice Chairman a Plan for the Old Age Home prepared by our Architect was submitted to DDA. Now the matter is in advance stage the Social Welfare Deptt. of Delhi Govt. is to construct this Old Age Home. The required money for this plot has been deposited to DDA by the Social Welfare Deptt. of Delhi Govt for which the DDA will be handing over the possession of this plot to Delhi Govt. very soon.

Hopefully in near future the construction of Old Age Home will start. Prof. Kiron Walia, Hon’ble Minister of Social Welfare, Govt. of N.C.T of Delhi and Shri. Subhash Chopra, member of DDA helped us for processing this project.

Subject: Piped Natural Gas supply to Chittaranjan Park
With E.P.D.P’s efforts a d with the help of local elected representatives for the last 5 years for PNG connectivity to C.R. Park with Indraprastha Gas Ltd. & MCD, we are happy to state that I.G.L has started the digging work for laying the pipe lines with Alaknanda and C.R. Park. Earlier this proposal was dropped in the year 2005 which was revised in 2006 by the present Managing Committee of E.P.D.P Association with a D.O. letter from its President, Dr. Nitish Sengupta, I.A.S (Retd) and former M.P (Lok Sabha) to Shri. P. Banerjee, C.M.D, GAIL. For various reasons including the Commonwealth Games, the project got somewhat delayed by MCD by holding up the road cutting permission. EPDP’s consistent efforts with IGL & MCD, the clearance for execution of the Project has recently been cleared and work of digging for the main line started from today i.e. 3-11-2011. For technical reasons, the digging work for the pipeline has been taken up from Alaknanda area which will be very soon coming to C.R. Park. IGL Engineers have informed us that within next 4-5 months the pipe laying work in entire C.R. Park will be completed. (Letter from the C.M.D, GAIL to the President, E.P.D.P Association is enclosed alongwith a letter dated 10-7-2006 from I.G.L to E.P.D.P Association).

Subsequently Representatives of EPDP Association had a meeting with the officials of I.G.L urging them to complete the work as urgently as possible. It is understood from the discussion with them in next 6 to 7 months the entire areas of Alaknanda, C.R. Park, G.K.-II will be covered. The residents will get the benefit of Gas Pipe line. We have also been informed by the officials in another one and half month time they will start registration of the names who are interested to get advantage of it. The beneficiaries will have to deposit Rs.5, 000/- as security and Rs.1, 000/- for charges of the gas which is adjustable.

Railway Booking Office in Chittaranjan Park

Subject: Opening of Railway Booking Office in C.R. Park Post Office (PRS Facility) D.D.A Market No-4, New Delhi-110019

A Railway Reservation Office has been opened in the Post Office of C.R. Park (in Market No.4), New Delhi with effect from 12th July, 2011. This was inaugurated by Shri. Dhir Singh Kasana, Municipal Councillor in the presence of Shri. V.P. Pande, Sr. Supdt. (South West Divn.), Nehru Place Post Office and representatives of various R.W.As of C.R. Park. Shri. Virendr Kasana, former Councillor was also present on the occassion.

The long felt need for Railway Booking in C.R. Park has been met after sustained efforts of E.P.D.P Association. It is now functioning from the premises of C.R. Park Post Office. Its timings are from 9A.M to 2P.M and 12 noon on Saturdays (Sunday Closed). It would also cater the needs of the Residents of Greater Kailsh-I & II, Alaknanda, Kalkaji, D.D.A Flats, Govind Puri and nearby areas.

This proposal was initiated by us about 5 years ago and continously pursued with the Railway Board and the Postal Department. In the effort to open this PRS facility, the contribution of late Shri. Neepesh Talukdar, former Member P & T Board & ex-President of E.P.D.P Association was significant. We expressed our grateful thanks to the Railway Board and the Postal Department for opening the PRS facility.

Dear Residents,
Amidst various works that are on hand, we note the following for your information.

Meeting with D.D.A and with the representatives of Delhi Jal Board regarding Sewer Lines in C.R. Park and its handing over to Delhi Jal Board by Delhi Development Authority.

(A) Lot of Blockages of Sewer Lines in certain Blocks of C.R. Park particularly in M, N.O, P, Pocket-52, 88, 56 and 48 and the D.D.A markets in C.R. Park periodically come up and to find a proper solution to the problems, we had a detailed meeting with Shri. Anil Kumar Pandit, Chief Engineer (South-II), D.D.A and Delhi Jal Board officials who are responsible for maintenance of Sewer Lines. These Sewer lines and the sewage system of the D.D.A Markets of C.R. Park still continue with the D.D.A and not handed over to the Sewer Deptt. of Delhi Jal Board. It transpired in the meeting that till D.D.A hands over the sewer lines of M, N, O, P Pocket-52, 88, 56 & 48 and Markets of C.R. Park to Delhi Jal Board, they will not be able to effectively undertake any work of Sewage disposal. It was agreed in the meeting that DDA will hand over sewer lines to Delhi Jal Board after DDA pays “Deficiency Charge” to D.J.B, as mutually agreed, and decide the manner of its handing over to the Delhi Jal Board.

(B) As regards the inner Sewer Lines of C.R. Park, it was impressed upon that Sewer Deptt. Officers of D.J.B in the meeting that they should promptly attend to the complaints and further, they should undertake replacement of sewer lines wherever required. Recently, sewer lines in some portion of ‘H’ Block are to be replaced shortly.

(C) A new sewer line along with the rebuilding of certain manhole was laid by the Sewer Deptt. of D.J.B on the road between ‘G’ and ‘H’ Blocks, with active participation of E.P.D.P Association and ‘G’ & ‘H’ Block RWAs, thus improving the outflow from ‘G’ and ‘H’ Blocks. This operation was conducted in the month of May, 2011 though the Road Restoration will be completed shortly in June, 2011.

Payment of Property Tax to M.C.D

Earlier we had informed the residents about the acceptance of Property Tax forms for the year 2011-2012 in E.P.D.P office for submission to M.C.D. In response thereof, residents are availing the facility from E.P.D.P Association for filling the form, depositing the tax amount etc. to M.C.D and thereafter delivery of the receipt from M.C.D. The last date of depositing the tax with M.C.D is upto 30th June, 2011. Therefore, those residents who are still desirous to avail the facility are requested to do so by 29th June, 2011.

Garbage Dump at the entrance of Kali Mandir Complex.

Garbage Dump at the main entrance to Kali Mandir Complex from ‘K’ Block side was spilling dirt and emitting foul smell. For the devotees visiting the Temple it was an eye sore. We have been requesting M.C.D to shift the Dump. Shri. Vikas Anand, Deputy Commissioner, M.C.D, Central Zone recently visited the colony and E.P.D.P office where after our Members accompanied him to the Garbage site and requested him to arrange shifting the Dump to some other place. He however promised to get a covering wall erected to ward off the foul smell and filth of the Garbage Dump. A proper wall has since been erected by the M.C.D to the satisfaction of the devotees.

Re-construction of demolished Bus Shed in C.R. Park.

All the Bus sheds in the colony were demolished before the Commonwealth Games. Our representatives met the General Manager, D.T.C and requested him to reconstruct the demolished Bus sheds. The Agency i.e. D.I.M.T.S which was engaged in the reconstruction work of the Bus shed has completed the work in close co-ordination with E.P.D.P Representatives. New Bus sheds have also since been constructed which would provide relief to Bus commuters.

Water Supply in C.R. Park

We have been making efforts to (i) replace the defective / corroded water pipelines in C.R. Park so that the residents do not face acute water shortage and (ii) replace the old pipelines of C.R. Park in a phased manner.

Delhi Jal Board has recently completed the replacement of pipes in a few lines of certain Blocks. For other lines, Delhi Jal Board will meet the cost of the pipes out of their own budgetary allocation of Rs. 24 lakhs. This is being constantly followed up with D.J.B for undertaking the work.

Adoption of ‘K’ Block and “Co-operative Ground” Parks of ‘J’ Block by Delhi Parks and Garden Society.

Consequent upon adoption of ‘K’ Block and Co-operative Ground Park of ‘J’ Block by Delhi Parks & Garden Society, the respective R.W.As have started maintaining these parks. In these two parks, the C.R. Park Milan Samity and Co-operative Ground Puja Samity conduct the Durga Puja every year. Certain problem has arisen to hold the Durga Puja in these Parks. We had organized meeting with Delhi Parks and Garden Society, Horticulture Deptt. of M.C.D and the local Councillor Shri. Dhir Singh Kasana and ex-Councillor Shri. Virender Kasana. Hopefully, the problem would get solved well before the Durga Puja.

7. Protest against the proposed opening of Savitri Cinema Complex in Greater
Kailash-II area.

Delhi Administration has taken a decision to re-open the Savitri Cinema which was closed for many years. This decision led to the agitation of various R.W.As of nearby areas e.g. Greater Kailsh-II, Greater Kailash-I, Alaknanda, Masjid Moth, Chittaranjan Park etc. because the opening of the Cinema Hall will cause heavy traffic bottlenecks and vehicular congestion for entering these places. We had joined hands with these R.W.As as running the Cinema Hall will lead to traffic congestion with consequential difficulties for entering C.R. Park from Greater Kailsh-II side. A candle light protest Rally was organized by these R.W.As including E.P.D.P Association on 30th May, 2011 in front of Savitri Cinema. We are in touch with R.W.As of Greater Kailash-II and others. We have sought the co-operation of all Block R.W.As and Socio-Cultural Organizations of C.R. Park.

Inauguration of New Bus Terminal- Alaknanda Terminal

Subject: Inauguration of a New Bus Terminal in Alaknanda Complex,
New Delhi and introduction of New Bus Routes.

You would be glad to know that after lot of efforts made by E.P.D.P Association with the active participation of Block R.W.As to improve the Bus Service of the area. We are happy to announce that Hon’ble Minister of State for Home Affairs & M.P Shri. Ajay Maken inaugurated a new Bus Terminal at Alaknanda complex (next to Kalka Public School) the 17th December, 2010 in the presence of Shri. Dhir Singh Kasana, Councillor, Shri. Virender Kasana, ex-Councillor and representatives of Block R.W.As of C.R. Park, Alaknanda & D.D.A flats and the concerned officers of Delhi Transport Corporation, local Residents and the Police.

2. After inauguration of the new Bus Terminal, a new Bus Route No: 724-C (frequency of 40 mins) has been introduced from Alaknanda to Uttam Nagar via C.R. Park, BRT corridor, Kamala Nehru / Gargi College, AIIMS, Nauroji Nagar, Dhaula Kuan, Kirby Place, Lajwanti Garden, Janakpuri, Dwarka More and finally to Uttam Nagar.

2.1 Bus Route No: 445 (frequency of 40 mins) will now be reintroduced from Alaknanda. It will pass through G.K-II entering C.R. Park from Savitri Cinema end. It will terminate at New Delhi Station after covering Mkt. No.1 and 2 of C.R. Park touching East of Kailash Metro Station and then proceeding on its original route.

2.2 Frequency of Bus No: 490 will be increased to every 20 mins with both A/c and non A/c Buses. Commercial viability of this route will be studied by D.T.C in future.
2.3 The Residents are therefore requested for availing themselves of the above Routes.

3. Besides our efforts for last few years, Shri. Keshav Agarwal of ‘B’ Block, C.R. Park was very helpful in this regard. Our Councillor Shri. Dhir Singh Kasana and ex-Councillor Shri. Virender Kasana extended lot of help for getting the Bus Terminal and Buses introduced. Last but not the least, Shri. Naresh Kumar, CMD of DTC took great interest in approving the above Routes.

4. Feeder Bus Service from C.R. Park to Nehru Place Metro Station
We approached Delhi Metro Railway Service for feeder bus service from Nehru Place Metro station to C.R. Park. There after route survey was done by them. To expedite the matter, our President Dr. Nitish Sengupta had a meeting with Dr. Sreedharan, Mg. Director, DMRC. But since DMRC was unable to procure new Buses, we were advised to approach Delhi Transport Corporation for the same. Accordingly, we met Shri. Naresh Kumar, chairman, DTC for Feeder Bus Service from C.R. Park to Nehru Place. We are actively following this with D.T.C and only on 9-12-2010, we were told in a meeting with D.T.C officials in the presence of Shri. Virender Kasana, ex-Councillor that in view of the changed circumstances, we should again approach the Delhi Metro for the feeder Bus service which has since been done by us. The above points are for information of all concerned.

EBDP activities spur

Significant events during April -- May 2010

Ø Shri. Ajay Maken, M.P and Hon’ble Minister of State for Home Affairs along with Shri. Dhir Singh Kasana, Councillor and Shri. Virender Kasana, Ex-Councillor visited C.R. Park on 12-4-2010 and interacted with the office-bearers of various block R.W.As of the Area. .The meeting was organized by the E.B.D.P Association at Co-operative Puja Park, ‘J’ Block C.R. Park. The Hon’ble Minister and the Councillor were welcomed by Dr. Nitish Sengupta, Ex-M.P and others.
Ø Shri. Roy, Secretary of E.B.D.P Association requested the Hon’ble Minister for providing facilities for Multi-Level Car Parking , Carpeting of Roads and Back Lanes (E.B.D.P Association already received copies of the work orders), eliminating traffic hazards etc. Shri. Roy also pointed out that though as compared to other places, general law and order problems are much better because of the strict vigil of the local Police, but of late some incidents of snatching, car thefts etc. have happened. Shri. Roy requested the local Police for alerting their beat constables for avoiding such incidents.

Ø The E.B.D.P Association, C.R. Park had the pleasure of welcoming Dr. V.K. Malhotra, area M.L.A on 1st May 2010 who inaugurated one of the five Rain Water Harvesting Pits (Defunct Bore wells) sanctioned by the Delhi Jal Board and M.C.D, located at ‘G’ Block Park, C.R. Park opposite Chandra Lok cinema in the presence of office bearers of EBDP.

Ø Railway Reservation Van “Mushkil Aasan” being Parked near E.B.D.P
Association Building, I-1597, C.R. Park, New Delhi-110019.
At the behest of E.B.D.P Association, the Railways have already started to Park the “Mushkil-Aasan”Railway Reservation Van near the E.B.D.P office every Monday from 10-30 A.M to 4-30 P.M. This would facilitate the residents to book the Railway tickets from “Mushkil Aasan” Reservation Van.
Incidentally, it is also informed that our efforts with the Railways and Postal Deptt. to open a Railway Reservation Counter in the C.R. Park Post Office will shortly fructify.

Ø D.T.C Route Survey for New Buses.
Route Survey for plying D.T.C new Buses from C.R. Park was done and possibility for the following is round the corner:
(i) C.R. Park to Dwarka via A.I.I.M.S, Sarojini Nagar, Dhaula Kuan.
(ii) C.R. Park to N.O.I.D.A via Lajpat Nagar, Akshardham Temple etc.

Ø Replacement of old Water Pipelines.
Old and rusted water pipelines have been changed in 2/3 Blocks of C.R. Park with new water pipelines by Delhi Jal Board. Action is being taken to replace the old pipelines in other Blocks and financial sanction is being sought for the remaining Block of houses in C.R. Park.

Ø Good News for Residents of C.R. Park
Residents will be happy to know that after sustained efforts with the help of area representatives i.e. Councillor, M.L.A & M.P, Central Road Fund has released about Rs.6 Crores for strengthening of roads and improvement of drainage system etc.. Work Orders have already been issued for completion of work within next 6 months .

Ø Sanction of Rs.6 lakhs for new Bore Well in ‘F’ Block, C.R. Park.
To improve the water supply in ‘F’ Block, Shri. V.K. Malhotra, Hon’ble M.L.A has sanctioned Rs.6 lakhs for a new Deep Bore-well which will be installed by Delhi Jal Board. When installed the water supply will improve in ‘F’ Block.

Spot News

Rain Water Harvesting Project for H-block park was inaugurated by Sh. S.S. Khandpal, Director ( Horticulture) in the presence of prominent citizens. Sh. S.D.Singh, CEO of an NGO for Environment and Forest was also present.

Candle Light march by nearly 500 residents on 4 Feb.2010.
EBDP organised the candle March in protest against the malicious and slanderous reporting by Hindusthan Times on 26 th and 27 th January 2010 to bring disharmony amongst various communitiues of CR Park.The March re-affirmed the feeling of oneness across caste , community and religion .

Over a dispute of allotment of the only open area ( or only lungs among the cluttered buildings) of the between M,N,P and pocket 52 which is being used by all communities around it for cultural / social functions and as the only playground for a large number of children to Buddha Tri Ratna Mission, Hon'ble High Court dismissed the petition of the local residents. Surprisingly, Hindusthan Times overdid this reporting by writing "CR Park loses land case, Delhi wins... the dominant community of an area cannot stop a member of any other community from entering any public space in that area". The residents are again moving a fresh petition to the Court.
